Horton began swimming when he was only ten years old. Three years later, he broke his first Australian record at age 13. At the 2012 Junior Pan Pacific Championships held in Honolulu, he first represented Australia internationally and broke the meet record in the 1500-metre freestyle. He finished second in the 400-meter freestyle and finished fourth in the 800-meter freestyle.
Horton then won five gold medals at the 2013 World Junior Championships in Dubai. He made his senior debut at the 2014 Australian Swimming Championships.
