Sam had served a 29-year career in the U.S Air Force serving as director of the Air Force Fighter Weapons School. He commanded the 31st Tactical Fighter Wing at Homestead AFB and an air division at Holloman AFB, retiring as a colonel. He was a combat veteran of both the Korean and Vietnam Wars as a fighter pilot bit on April 16, 1966, combat mission in Vietnam; he was shot down over North Vietnam. He was a prisoner of war for nearly seven years and was only released on February 12, 1973.

He was re-elected three serving a total of seven years in the state legislature. On May 8, 1991, Sam was elected to the U.S. House in a special election.
